Tiiu Kravtsev graduated from the University of Tartu in 1988, majoring in history. After graduation she worked as a curator of the collection of printed matter in the Estonian History Museum. Since 1997 she has been working in the State Archives, since 2000 as Head of the Holdings Department. Her main responsibility is obtaining documents of state institutions as well as private papers for the collections of the archives. She is a member of the Estonian Archives Abroad working group and Chairwoman of the auditing committee of the Baltic Heritage Network. Member of Board of the Estonian History Museum.
